[bug] Portal. Error message blocks filters

The error message covers the top menu bars when a user doesn’t select a filter correctly in desktop.

to re-create,

1. Filter on your items but don’t select an option (I did this accidentally)

2. Then press out of the filter box, thinking it would cancel applying the filters

3. The error message then covers all the options to remove the filters, or any other action and is forced to refresh the page, when I would expect to be able to re-open the filters pane.
